Seashells and Balloons

In the 7th paragraph, the author uses the phrase "Seashells and Balloons":
"While a lot of Packers deal with their critics, Green is barely a talker - even when everything is seashells and balloons."
What the hell does that mean? Is this an example of a wierd Sconnie dialect, like 'bubbler"?c36083684f6cb51c68ec9ce28f2be935

So, Milwaukee has its own little dialect. They also say "Muh-Waukee", not "Mil-waukee".
