    Jim Thomas, of the St. Louis Post-Dispatch, reports whether it's trading up or down in the NFL Draft, St. Louis Rams head coach Scott Linehan said the Rams will explore all possibilities to improve the team. But with no extra picks until the seventh round, where the team has two compensatory selections, the Rams don't really have the means to move up. Trading down for an extra pick or two assumes there's a player someone else just has to have at No. 11 when the Rams are scheduled to pick. As for trading up, Linehan concedes there's some difference-makers at the top of the board, but adds: "This isn't fantasy football. It's still about making a good decision. We all want to have the Reggie Bushes of the world on our football team, but it's reality."

    Brad Biggs, of the Chicago Sun-Times, reports Carolina Panthers restricted free agent CB Ricky Manning Jr. was arrested shortly after 3 a.m. Sunday, April 23, in Los Angeles and charged with assault with a deadly weapon after a melee at a Denny's restaurant left a patron unconscious. He was bailed out of jail, and Los Angeles Police Department detective Robert Lewis said late Sunday that a court date has not been set. According to Lewis, Manning was in a group that attacked a man in the restaurant after teasing him for working on a laptop computer. The group fled the restaurant, but the car Manning was in was pulled over by officers just blocks from the scene in Westwood Village near the campus of UCLA, where he played in college. Manning Jr. recently signed an offer sheet with the Chicago Bears.

    BEARS' HANDS TIED ON MANNING

    Reggie Bush isn't the only guy with SoCal ties making news on Monday morning. Former UCLA defensive back Ricky Manning Jr., who signed on Friday an offer sheet with the Bears, has been arrested in Los Angeles and charged with assault with a deadly weapon after allegedly knocking a man unconscious at a Westwood Denny's. Manning and four or five of his friends reportedly were teasing the man because he was (drum roll, please) working on a laptop computer.

    (Man, this sounds like a deleted scene from Crash. Or Playmakers.)

    The man reportedly asked a Denny's employee to intervene, and then Manning reportedly hit the man in the face. The others then began to kick him and beat him. Allegedly. The men fled when an employee called the police.

    Manning's Range Rover fit the description given by witnesses, and then the alleged victim identified Manning. Of course, Manning has told his agent that he didn't do it. (If he goes to jail, he'll fit right in, 'cause none of those guys who are locked up did it, either.)

    The bigger question is whether Chicago can now revoke the offer sheet that, if not matched by the Panthers, will make Manning a member of the Bears. According to Article XIX, Section 3(d) of the old CBA, an offer sheet can be revoked only upon the written consent of the player. (This specific provision was not affected by the term sheet generated in connection with the "new" CBA; thus, the language of Article XIX, Section 3(d) likely controls.)

    If ultimately convicted, Manning faces possible discipline under the league's Personal Conduct Policy. For persons merely charged with crimes, however, the league can only require a "clinical evaluation and, if appropriate, additional counseling or treatment as directed."

    Despite reports that Carolina has until Friday to make up its mind as to whether to match the offer, we noticed in Article XIX, Section 3(b) of the CBA a requirement that the intent to match be communicated "within seven days from the date the Prior Club receives an Offer Sheet, but not later than four days before the Draft."

    Under this language, it appears that the deadline for matching is noon on Tuesday, April 25.

    We won't hold our breath.

    I like that the Rams are apparently actually trying to improve in the NFL Draft while the rest of the teams in the league have not yet revealed whether they hope to improve or not :lol:

    PANTHERS WON'T MATCH MANNING OFFER

    The Carolina Panthers will not match the offer sheet signed on Friday by cornerback Ricky Manning Jr. with the Bears. This means that the terms Manning signed on Friday become a binding contract, and he is a member of the Bears.

    The Panthers receive the Bears' third-round selection in the 2006 draft as compensation.

    Manning was arrested over the weekend in Los Angeles for alleged assault with a deadly weapon. (Scroll down for more.) As we explained, the pending charges do not permit the Bears to back out of the offer.

    Larry O'Rourke, of the Morning Call, reports Philadelphia Eagles vice president of player personnel Tom Heckert said Monday, April 24, the team could take a chance late and draft a multi-position player in next weekend's NFL Draft. Penn State QB Michael Robinson is one of the multi-position players who could end up as an Eagle. "I like him," Heckert said. "I really do. I think he's a guy who has talent as a quarterback. But he has the talent to also be a wide receiver, a third-down running back, and a returner. He's talented. He's raw as a wide receiver." Heckert said he could envision Robinson as at least a third-string quarterback in the NFL. Another multi-position prospect is Colorado WR/KR Jeremy Bloom. Others who could be on the Eagles' list of potential picks because of their ability to fill a return specialist role as well as play another position include Florida State WR Willie Reid, UCLA RB Maurice Drew and Kansas CB Charles Gordon.

    The Detroit Free Press reports 20 NFL personnel men ranked the running backs on a 1-to-5 basis for the Milwaukee Journal Sentinel. They used a system where a first-place vote was worth five points, a second-place vote worth four points and so on. USC RB Reggie Bush came in first with 100 points. Memphis RB DeAngelo Williams finished in second with 61 points followed by LSU RB Joseph Addai in third with 38 points. In fourth place with 36 points was USC RB LenDale White and UCLA RB Maurice Drew placed fifth with four points.

    The Associated Press reports Green Bay Packers QB Brett Favre's uncertain future will not govern the team's plans for the NFL Draft, according to general manager Ted Thompson. Thompson said, "There will come a day, and it probably won't be too far from now, when he will decide he doesn't want to play anymore, he wants to retire. We know that day is coming. So, again, draft decisions are based on what's best long-term for the organization, so it doesn't have an effect on what we're going to do." Thompson said he would not hesitate to pick a quarterback if he believes he is the best player available at spot.

    Adam Schefter, of the NFL Network, reports Miami Dolphins RB Ricky Williams could find out his football fate for the 2006 season as early as Tuesday, April 25. Should the league reinstate Williams, then the Dolphins could begin fielding offers for their running back and try to trade him before the NFL Draft. There would be interest in Williams and the Denver Broncos could head up that list. The Broncos already were involved in talks with the Dolphins this winter, when word of Williams' potential suspension leaked out.

"I've received some criticism I don't think I deserve because we weren't out there playing on ESPN every day and ABC late at night, so it happens.'
