I'm not sure what's going on, but they need to sign some guys quickly.
Harris was one of the 'older' LBs on the roster, although he is still young, and he played well last year.
Greenway will step in and probably do as well as he did in pre-season last year.

Thomas is still around, and may be a good backup.
IIRC, Farwell did OK as a sub last year, and Ciuriu is a ST player who might be OK if pressed into duty due to injury.
A rookie drafted on Day 2 might complete the needed depth, and alleviate concerns about the entire LB corp.
Nap is only 28 and should be in his prime.
But Harris's contract expired at the wrong time; i.e when Greenway was on the roster at a decent cost, along with Henderson and Leber, and when there was a big jump in total salary cap ( allowing overspending for a small number of players ).
So, rather than sign Harris to a large deal, which would run into the years when he will likely decline in performance, they opted to let him 'escape' and save cap room for WRs and a few other needs.
I think it make perfect sense to re-direct the money to other areas of weakness rather than use it to add to an area of (sufficient?) strength.
When we stop to think about it, most folks behavior isn't perplexing after all !

Tomlin said 'don't worry' (paraphrased), but many fans still worried.
I think there are enough viable options with Henderson and Greenway, and perhaps D.Thomas, to replace Harris at MLB.
If not, they might get lucky and find and sign a 'Biekert', set free from another teams roster, a few weeks before the start of the season.

There are other options for MLB, like EJHenderson or Greenway or D. Thomas.
Without Cottrell around to confuse young LBs like EJ and DT, there may be hope for one of them to start as MLB after all.
I like leaving EJ where he is right now UNLESS DT can't handle the middle.
Leber has the strong side nailed down and Greenway should be allowed to develop this year without added pressure.
BUT we definitely need a MLB that can thrive in the Tampa 2, otherwise teams will chew up yardage with the short passing game like the Putzies did to us last season.
