Depends on personnel and the packages a coach wants to run. I believe when Richardson was here we used a FB more frequently but when the guy you have sucks it isn't hard to understand why he might not be on the field every play.

Didn't Musgrave use a FB quite a bit during his time in Hotlanta and Pittsburgh?

Yeah, because it makes alot of sense to keep pushing some guy who can't do anything right on the field. I'd say 23.6% was pretty generous.
