Isn't there the same amount of water on Earth as there has been the past 100+ million years?

NASA is constantly trying to justify their exorbitant budgets by twisting stories around and gaining support so they can maintain funding.
Sure, there's water scarcity when you are on a space station out in space.
We recycle urine everyday for drinking, nothing new.
We always have the same amount of water on earth, the distribution changes, not the quantity.
That's the case for 116 more days anyway.
