Should it be loaded so that new sheets roll off the top or up from the bottom?

Off the top.

The bottom. It makes it an easier tear, off the top it kind of crumbles up before it tears.

I even change it to the bottom at friends houses.

??? It really depends on whether you live north or south of the equator.

Toilet paper does exhibit the coriolis effect.

Why would you want it the same way every time?
Toss it on there and however it goes on that's how it stays.
Sometimes just set it perpendicular on top of the holder so you can put it on your thumb and wheel it off with precision.

Toilet paper? With your bare hands there's nothing to worry about... :P
