I know Tyler didn't. Filmore. johnson, chester arthur didn't for a period of time if i remember correctly. teddy roosevelt didn't during his first term...i don't know why. truman didn't for a while because roosevelt died in office. lyndon johnson didn't because kennedy was assinated. i think i'm missing a couple more.

Tyler, Fillmore, Arthur and Johnson were the only ones I was looking for though, the others eventually got VP's.
