NEW YORK - For the first time in U.S. history, more than one of every 100 adults is in jail or prison, according to a new report documenting America's rank as the world's No. 1 incarcerator. It urges states to curtail corrections spending by placing fewer low-risk offenders behind bars.

The other way to go would be a more agressive stance on use of capital punishment for serious offenders like murderers, rapists, and people who don't use their blinkers.

I am actually pretty shocked about that too.
Of course, this includes all jailed people, as well as those in minimum security-work release programs.
But the number is still pretty damn high.

Let's cut prison funding.
Build four large unscalable walls and throw all the highest risk prisoners in there.
Let them farm for their food and drink from a central well.
No guards required.
Just a SWAT sweep twice a day for bodies.
