    Gallon of gas, $2.00. Stamp, 44 cents. I am willing to bet it takes me a 1/4 of a gallon to get to the place that bills me for water. Plus my time, traffic, going out in the cold, and watching out for idiot drivers. I would say it is still worth it to send it via mail.
