Case in point - DEVO has been covered by many artists including Nirvana and Soundgarden (I think).

Pac never rapped about ladies, riches, and things of that nature????
Sure he had some meaningful songs in the sense of thinking and rapping outside the box about real life situations but make no mistake about it, as much as he made heart felt songs about the poverty's and difficulties of the world he glorified it just as much in other songs.
Pac was excellent about making songs for all sorts of different people to appreciate from all walks of life without losing his swagger per say.
With that said, I would have to say it's impossible to label 1 musician out of the thousands as the most meaningful.
Making an argument for which musician had the most impact during it's generation would make much more sense.

And they were the pioneers of the music video - MTV ripped them off; forget the Buggles, it was D-E-V-O.
