I suppose if you could afford the billion dollars to buy the place, you could afford to fix it up, buy a helicoptor and.... never go there anyways.

That's how we keep our sanity, we have to earn the right by keeping sharp.
Not much to do on an island country so if you don't have intelligent women eveyone's mind will turn to mush and someone else will take over the island.

The intelligent women will find a way to dominate the males and take over the island from within.
Ensuring that the female population is dumb and docile will keep internal strife to a minimum and free the males up for important tasks like manning the ramparts and black-topping roads.

But they all need to be hot.
That's your pre-requisite for citizenship.
