    Here's the real reason:

The children, ages 8 and 9, were apparently mad at the teacher because she had scolded one of them for standing on a chair

In Washington State they can spank, and even slap them on the face.
The key is how hard and what type of marks are left.
When I was a uniformed police officer I carried copies of the state law for parents to read.
I became tired of taking a smart mouth punk home and his parents telling me, "We've tried everything except corporal punishment.
His teachers told him if we strike him he should call Child Protective Services..."
IMHO, there is nothing wrong with an ocasional swat on the rear to establish the law of the jungle.

I don't know about the slap to the face, but a swift slap to the ass to let students know who was in charge did more good than harm.

IMO, the lack of it is one of the reasons you see more unruly kids in school these days & a lot more of them graduating without learning to properly read, write & do math.

I'll never forget how it was back in my day. A ruler or chalkboard pointer to the knuckles or having to grab your ankles whilst a chalkboard pointer was brought across your ass was not uncommon.
