But today, I find it hard to believe that the majority of college students don't know what the shocker is, and it probably makes the gesture that much popular...

It's a long story, but we've been using that gesture at games for decades.
The Shocker is nothing more than a knockoff.

You all can debate which University first adopted this vaguely obscene gesture first, but the ACT of the Shocker has been around since man first discovered that some outputs are good for input.
