What format is the clip in? If it's an animated .gif, I have an idea how to do it.
Basically, you make the background in whatever program you want, and save it (leaving space for the video). Then open the clip in imageready. If my past experiance holds true, you should see each frame of the animation as a seperate layer. Expand the canvas to fit your background, and paste your background image in as a new layer under all the other ones. Then link all the movie layers and move them over the spot you left in the background. Then what I do, is click on each frame in the animation window, and make sure the background and the proper frame of the movie are showing, and nothing else.
PPE may have an easier way of doing it. He's done more animated sigs than I have, but that should at least get you on your way.

That is how I do it jos. If you link the layers it should be quite easy.

I took a snapshot of video on my hard drive and then put it through the Photoshop process. My software, takes the snapshot of video in JPEG.
You just want a photo of it right!

If its not an animation, which I suspect its not, the easiest thing to do would be to make a flash banner and embed the clip into it.
