I'm looking for some help in finding a FREE program I can download or even maybe there's a site out there that will let you doctor your pics....
Looking to have a little fun and payback to some friends out there... ;)

Here you are, The GIMP Shop, Completely free and has all the same functions as Paint Shop Pro or Photo Shop.
