    Go to your local F.Y.E music store. They have an excellent used DVD and CD bin. I was just there yesterday and got 4 movies for $30.00!

    Copying movies is illegal & against federal law. I wouldn't advertise the fact that you are doing it.
    Copying movies for distribution is illegal and a violation of copyright law.
    Copying them for your own fair-use is not.

    Of course, if you have to defeat a copy-protection software to make your copy, then, yes, you're squarely in the territory of illegal.

    Quickest and (BY FAR) the cheapest way to build up your DVD collection is to joing one of those clubs like BMG or Columbia House, do the initial package, buy the rest of your obligation and then quit.
    The will come after you to re-join, and it's likely that you'll be able to re-join with a nice big package but without the same obligation.

    Wash, rinse, repeat.

    I usually buy my new movies on the week they come out for around $16 at Best Buy or Circuit City.

    If you don't mind used DVD's then video stores are great to pick up a few for $5-$15.

    Amazon.com is a great place to buy movies as well, sometimes you can even get free S&H if you purchase is over a certain amount.

    The radio station in town is always advertising deepdiscountdvds.com, and they're supposed to be cheap, but I've never gone there.
