Cut blocking has been around since the dawn of time. It has a purpose and if used correctly is very effective. They make a living doing this is true. But the sport in it's basic form is violent and injury prone.
You aren't allowed to cut or chop while someone is allready being engaged. Maybe if they tweak it a bit it will be safer but I like it I like what it is intended for and I would highly doubt it get's banned.
Maybe the rule should only allow people on the line of scrimmage to chop and only from the front?
Either way I would be surprised if it goes away, refined? Perhaps.
