Harvin was used as a RB a lot in college. Their are interviews with Urban Meyer where he said thinking about using Harvin at WR/RB would keep him up at night. In 2011, Harvin averaged 6.6 ypa - so not that bad of a move.
Charlie Johnson was a T when we got him from the Colts.
What you're describing is more moving the pieces (players) around the field. A little different than changing positions from a DB to a WR (or LB to FB).

Well, now that all of our DB problems are solved, what other position should we throw a lot of low-to-mediocre talent guys at to fix? QB? DT? LB? WR?
Oh...wait...we already "fixed" our WR problems too.... I forgot.

Green moved Saucer to fb as well as Robert Tate a wr to corner when the Vikes had a shortage and he ended up staying for the rest of his career with stops in Baltimore and Arizona
