    The Minnesota Vikings plan to pitch a detailed financial plan for a Blaine stadium to Anoka County officials before the end of the year, and they say there will be intense negotiations with the county on a package for the 2007 Legislature.
    The football team's moves come despite heightened concerns about the viability of the Blaine stadium proposal. A growing number of Anoka County politicians facing the November election have begun calling for a referendum on the 0.75 percent countywide sales tax to help fund the stadium. On Thursday night, the city of Blaine was expected to pass a resolution supporting a referendum.

    Lester Bagley, the Vikings' vice president of public affairs and stadium development, wouldn't term the negotiations "exclusive" but said Thursday: "Our sole focus is getting a stadium deal done in Anoka County."

    Bagley said a referendum wouldn't be a deal-breaker.

    "There's plenty of challenges to getting this thing done, but none of them are insurmountable," Bagley said. "Everybody needs to just calm down and get through the election and see where it stands. It's tough to make rational decisions and have a strategic vision in the heat of 30 days left to the election."

    The stadium has a price tag of $675 million and may need another $115 million in nearby road upgrades. An additional $115 million would be needed for a stadium roof.

    If the team can't reach an agreement with the county, "It would be unfortunate," Bagley said. "We haven't really thought about a Plan B."

    Mounting concerns

    Blaine's referendum support is symbolic, but it indicates a growing groundswell of concern about the stadium's costs across the county. Several candidates for Anoka County commissioner -- including Dick Swanson, who now sits on the Blaine City Council -- have called for a referendum. One Anoka County commissioner, James Kordiak, also has said recently that he now supports a referendum.

    This week, there also were reports raising the concept of a stadium at Canterbury Park in Shakopee. But Bagley said the team is awaiting preliminary numbers, which are expected at the end of this month. When the numbers are settled, the talks begin with Anoka County, he said.

    That doesn't mean the team isn't entertaining suitors, too. "We're listening. We did have a preliminary conversation with the city of Minneapolis. Nothing has come of it yet," Bagley said.

    Bagley and team owner Zygi Wilf met with Minneapolis officials last summer to talk primarily about "development ideas." Wilf is a real-estate developer.

    State Rep. Andy Westerberg, R-Blaine, who pushed Vikings legislation last session, said he's no longer optimistic about Anoka County, despite Bagley's comments. "I'm guessing it probably won't happen, and [the team] will end up staying where it is," Westerberg said, adding that the state needs to put in more money.

    "If it's an asset of the state, the state should participate to a greater degree than what they are currently," he said.

    But Steve Novak, the county's chief stadium negotiator, said he's optimistic about the stadium, too. "We remain committed. We still have the land that works, and we still believe we have a strong local partner in Blaine," he said.

    Bagley said the team believes the stadium could be an economic boon to the north metro. "We hope that cooler heads will prevail when we get out of the election cycle. We're committed to getting it done up there," he said.

    The Anoka county board is running like a bunch of little school girls because they are afraid of the elections when they should be coming out in support of the proposal and telling the voters that it is a good thing for the area and that the board is elected to represent the county and that a referendum is not needed.

    In Minnesota referendums are unfair and rigged for proposals to lose, if somebody chooses not to vote the vote is counted a NO vote so you have to have a 75% to 80% yes vote to make up the difference and that will not happen so if it goes to a referendum the Blaine site is dead.
    What we've got here is failure to communicate.

    It is just a pathetic popularity contest.
    People in politics dont vote for whats best for their region, they vote for what ever makes the most people happy to get re-elected.
    Investement brings jobs, this is about investing money into a MAJOR development project, that would bring many jobs directly and indirectly involved in the project.
    Of course the soccer moms and other uninformed people will object because these "elected officals" do not correct the complainers they are incorrect.
    Its sad we in minnesota are so far behind in educating ourselfs before we open our mouths about things like this.
    I have asked some anti-stadium people why they are against the stadium, and the responce is embarassing, i dont know if they are wisconsinits living here, iowegians here, or what, but if you are against a stadium because you think this is taking money away from schools, roads, your ability to buy a house in the area, the poor, or any other just completely embarrassing responce, your an idiot, complete idiot.
    Its a sales tax, its a tax so small you wont even notice it on a small item, and the big items, if you can afford a $20,000 up front, you can afford the tax added on.

    I hate to say it but if they dont get it passed I would wager to say that Zygi will do something solo and get his stadium.
    Which, if Minnesotans cant see that the stadium issue alone will put a better product on the field, along with bringing a great deal of jobs and monies to the Metro area, then we are just plain blind.


    After I left MN 10 years ago and moved to AZ I have seen what a new stadium can do to a city let alone a franchise (AZ CARDS).
    Granted the cards havent gotten over the hump of putting a winning team on the field.
    They now have some stars, and for the first time, season tickets sold out in 11 minutes this year.
    The developments around the stadium here are as remarkable as the venue itself and the state is experiencing nice revenue spikes as a result.

    If Zygi does this without involvement from the state he should keep all revenues and also not allow MN to use it without an astronomical rental fee.
    Cmon MN lets get this deal done.
    There are already rumblings that the gopher stadium is going to be overbudget and miss its deadline.
    If that happens they will go back to the state for more money, which will make the Vikes odd man out for a new stadium.


    We have to get a new stadium.
    How long has this been on the radar for the VIkes??In my mind far too long!! Get R Done!! If a loser franchise like the Cards can get it done why the heck cant we??

    If zigy pays for it himself many minnesota functions should be disallowed there, such as minnesota high school events.
    This is a state assest, its embarrassing people in this state dont see it that way.
    If nothing happens soon, we should start putting bids in for an expansion team, history says we do that well here, complain about the owner getting state aid, pushing the team out, then paying a lot more for a new team to come into town.
    Then while people here blame the owner, that team wins the championship and we get a crappy expansion team that the only thing we can brag about is how great the new stadium is and how we dont care the other team won a championship, we have a great venue.
