Umm...James hasn't returned, he's been inactive since the season started.

I've been reading for some time that the plan was to play James after the bye.

Ummm.... James returned in the preseason and played. He also played against ATL (Almost positive).
He has probably been inactive because of poor play.

I've seen him play multiple times this year, and he looks like a CB trying to rush the passer.

I REALLY hope there's a good reason for this (beyond the fact that he's not one of Childress's "hand-picked" players).
Fortunately, I'm pretty confident that there is.

James has not played during the regular season.
There is a good reason for it.
He's not ready to return yet from his injury.
Not sure where you saw him against Atlanta Jesse.
I watched the entire game and didn't see him.
I could've missed him I guess.
I'm not sure what you mean by looking like a CB rushing the passer.
