There is a delicate balance with state gambling laws and the respect of sovereign nations within the state that support small town economies. I doubt legislators want to risk upsetting that balance to fund a stadium. This bill has very little chance, but at least there's movement.

Now, that being said, you would have to believe LA is targeting the Vikes, and you know Zygi will listen, but right now, I think he is going to wait for a until what he believes would be the final hour.
I think he believes that a stadium deal will get done, and he wants to leave the team there.
