The money is used to develop a film of the action and turn around and sell it to us.

So a fierce hit fine is used to create an NFL's greatest hits DVD

A Mock Mooning is used to make a Moss Gone Wild Tape

So on and so forth.........

Whatever is left over is either used for

a)ordering Pizza
b)lighting on fire to keep warm
or c)stuffing in a pillow for extra cushion.
