EDIT: That being said, I don't think the bill allows them to levy additional taxes against tickets. So while this would work financially, it is likely not viable legally.
More than likely the $18m will be absorbed, as will whatever the shortfall is next year. If it continues a negative trend, the state will have to look to levy additional taxes somewhere on a larger scale than just tickets to pay for it.
