House committe votes Vikings stadium bill

The Minnesota Vikings gained a victory today when the House Governmental Operations and Veterans Affairs Committee voted 13-9 in favor of a bill for a $675 million Vikings stadium in Anoka county.
The committee also voted 10-9 against a referendum for funding the stadium. Zygi Wilf, Vikings owner, said, “The committee took all the information and voted in the best interests of the public. I’m proud of their leadership.â€Â

Wow.. Tight votes, the both of them. The most important one is the vote NOT to have a referendum, seeing as an abstained vote counts as a NO, I think.
Can someone confirm if I'm right or totally wrong on that?

This is from the house and they also passed the Twins stadium before the Senate changed it in committee, the Senate wants to have both bills together with the 1/2 cent sales tax for funding and with a referendum.
What we've got here is failure to communicate.
