Well - I *think* it goes like this:
1. You must be able to submit a valid starting lineup. IF you currently have an invalid roster but DO have the pieces in place to submit a valid starting lineup - you will be able to do so.
2. HOWEVER - IF you need to make a waiver move to get a valid starting lineup THEN you will HAVE to make the moves necessary to get a valid roster.
3. The first time you attempt to do a waiver move, you will have to get a valid roster put together.
I had to do that yesterday.

I had my team autodrafted, I got stuck with 1 decent, and 4 shitty receivers, 5 RB's, 2 QB's and 2 TE's. No Defense and no kicker.
you'd think whoever coded the autopick for that site would mabye make it follow league rules? nah. Instead we pick Miles Austin in the second round. FML.
Yeah - I'm kinda torqued about that. I checked the settings and it doesn't appear that it's anything I did in the setup.
