    IRVING, Texas (AP) Dallas Cowboys safety Roy Williams has been fined for the second time this season for a "horse-collar" tackle.......

    Terrell Owens, then playing for Philadelphia, tore two ankle ligaments and broke his leg after being dragged down by Williams in a game in 2004. That was one of the plays that led the technique being outlawed.
    That's 3 times that's mentioned that Roy Williams has horse-tackled an opponent, including braking T.O.'s leg & tearing two of his ligaments when it was legal.

    Being "outlawed" in the NFL, after how many times should a player get away with it with just a fine before more disciplinary actions are taken, if any?

    Good point Sing.
    At some point you would think that they would have to suspend him for at least a game.
    Obviously, the monetary fines are not working.
    He was even laughing after making that tackle Monday night.
