A I think they have a tremendous personnel department. Whatever the case is, they'll take a good player. It's going to depend on what position they consider most important. Whether it's offensive tackle, quarterback -- maybe at [pick No.] 12 you don't have a quarterback that you have rated that high. But if you do, I think they pull the trigger. But there are a lot of different ways they can go with that pick.

In what way? He says if you have a player rated that high, take him. If not, don't. He never said anything like "there are no qb's worthy of being a #12 pick", It's all about the teams percieved value they put on the player.

When making a board, they should be looking at who are the best players. They should be also looking at what they need as a team, and factoring in how some positions will be taken higher than they otherwise should be, just because that's how teams draft.
If you value Locker or Mallet in the 25-30 range for best players in the draft, they likely won't be around at 25-30.
Factoring in that they're a QB, and will jump off the board earlier than you might expect, I'd expect to have them around 15 on your draft board.
