Well the way he's got it set up it looks like it's gonna be 5 minutes per pick. I would assume it is also just the first round since there has been no mention of a second.

Exactly right, indicated by the time slots, you have until the next persons slot to make your pick. Because we only have about 2 days until the draft at this point we will only do one round.
Each player makes that particular selection for the team, acting essentially as the GM. We did it last year and i thought it was a lot of fun.
