    To make any code-of-conduct program policy in the NFL will require it to be written into the CBA.

    And there's NO WAY the players would agree to something like this w/out getting concessions from the owners on money, which is something the owners won't do, etc. etc. etc.

    Good in theory but it will not pass. Between labor laws and monopoly type stuff it will not stick.

    If it DID stick the CFL will love this rule.
