He's probably still expecting to collect his salary, I mean he is Brett Favre, do you really think packer fans would object to keeping him on the payroll?
Seriously though I think he will play again, I mean he can't start drawing social security for another couple of years so he needs to keep working.

As long as the Vikings are in competition with the Packers for potential FAs (Gus Frerotte, for example), I'd rather they have dead money on their cap than space with which to work.

If he doesn't sign the papers and wants to comeback he should be fined. Putting on the Facade of retiring. The commish should fine him big for that, I would If I was the Commish.
