Excessive Crowd Noise
In one of the recent games (possibly MNF), someone mentioned the fact that the crowd noise rule is never applied anymore. I never liked it in the first place as it took away a part of home field advantage. On the other hand why have a rule that is not enforced? Anyway here it is (pasted from the rules digest) - 10. When, in the judgment of the Referee, the level of crowd noise prevents the offense from hearing its signals, he can institute a series of procedures which can result in a loss of team time outs or a five-yard penalty against the defensive team.
