Yes, you can send them in right now.
They will accept entries until June 1st.
Here is what I put in my letter:
Add your name, address, email, and phone number and that's it.To Whom It May Concern,
Please enter me in the annual random drawing for two (2) tickets to Super Bowl XLIII to be played in Tampa Bay, FL on February 1st, 2009.
My contact information is below.
It needs to be sent via registered or certified mail, and the NFL does NOT send any confirmation of receipt.

Man you guys are smart asses.
MV, both registered mail and certified mail are services offered through the post office that go above and beyond normal first class.
Certified mail provides proof of mailing as well as proof of receipt, and it cost a few dollars more that regular first class.
Registered mail requires that the mail be signed for at every single stop, starting with the first post office that you drop it off at and ending when the receiver signs for it. Every single post office and sub office along the way has to sign it in on a ledger, so the mail can be tracked to anywhere in the US (or actually world - if it is going to a participating country).

• Send your ticket Request through certified or registered mail.
I would put some type of confirmation receipt on it as well.
The NFL does NOT send any correspondence to let you know that they received your entry.
• Entries are accepted between Feb 1 and June 1.
• Only one request per household is accepted. Duplicates are disregarded.

So I got another postcard from the NFL regarding the Super Bowl Ticket drawing... unfortunately this time it was the all too familiar "Thanks for entering but you didn't win" note.

Oh well, I will be entering again next year.
If the Vikings make the Super Bowl this year I guess I just have to get my ticket the old fashioned way - by spending an ass load of money.
Anybody else enter?
